Poker tournament play has something in common with sports such as American football, Basketball or One day cricket. They are of limited duration and thus, when behind, it is correct to lash out and make a statistically unsound play because, otherwise, you will be sure to lose.
You are first to speak after the blinds which are $1000 $2000 and have just $3000 left. Many players will hug these to themselves with a hand like 10©9¨, hoping one of the next two hands will be better. It is correct to raise all-in. At least one person is sure to call and thus, if you win, you will have $9000 in your tank. The next two hands will eat up only $3000 of that. Had you gone all-in on the next hand and had one caller, then quite likely you would only end up with $6000 if you win the pot.
